Hi,
After reading a lot from
OPTIMIZER_INDEX_COST_ADJ and
OPTIMIZER_INDEX_CACHING The conclusion seems to be.

Even when the default values are horrible ,

1)you can work with the default values without problem. 2)Or you can tune them, and test by distinct loads you have.

Independently the choice you take, you must test them, before using in production database.
:)

Personally I found I had to set them, but several other serious dba's says default values are ok .
