Actually, it's a direct quote from the original (and I do mean the original) DBA Handbook by Mr. Loney. Sadly, it was removed from later versions. It DOES, however, seem to be reasonably well known since EDS did a wonderful TV commercial on it, a copy of which is loaded on the DBAMail Yahoo group files link if anyone wants to see it.
