TOAD uses SQLLAB expert not SQLEXPERT.

Sqlexpert is part of the TOAD expert package I believe. The TOAD price
is cheaper than the stand alone package. The choices that the package
gives you for tuning are helpfull reminders and the package will
perform
a time/cost study also.
