            Thank you so much. Yes i was able to solve this issue..

            FYI ... I used CONVERT function     

            UTL_FILE.PUT_LINE(fh,convert('"$BD9=j%^%M!<%8%c!<L>(J","$BEj;qL>(J","CAPID","$B<Z$j<jL>A01Q8l(J","$B<Z$j<jL>A0F|K\8l(J","$BF|IU(J","$B;~4V(J","$B%3%_%e%K%1!<%7%g%sJ}K!(J","$B?M$OO"Mm$r<u$1$^$7$?(J","$B4X78(J","$B@\?(>\:Y(J"','JA16SJIS','AL32UTF8'));

        It is working fine
