timing data

I am trying to find a reference or document that explains how timing data is collected in 8i and 9i. I can remember reading an article that stated that 9i now collects in 1/1000th or 1/1000000th of a second. I know that through the v$system_event (one of the views in the wait interface) that it is 1/100th of a second. Does anybody now where a document is located that explains this?
