It's an ODBC driver that either speaks the native network protocol for the DB by itself, or talks via a very thin layer to a server side component that then translates. Both options mean no typical DB client is required on the machine running the ODBC app.
Merant/DataDirect/Whatever-they're-called-this-week make quite a few of these.
