I have recently found that to be useful. UNIX/Linux utilities like 'wall' only send a message to users who are telnet'ed or rlogin'ed to the system. To send a message to a browser is not something I know how to do. However, if it can be done by pop-up windows from folks like X-10, I'm sure it can be done for a useful purpose as well. You need to talk to a web programmer for that, though, not Oracle DBAs.
