Start by installing and configuring statspack.
I have mine setup to take a snapshot every 15 minutes.
It collects a lot of data, I am now in the midst of automating a purge process. :)
Then implement YAPPPACK from http://www.miracleas.dk/en/tech.html and use the data to create response time charts.
At least, that's one way to do it.

Is there a standard query I can run to compare the performance of a db. (Kind of like bogomips for unix)
