Cary is spot on. The technical problem is fairly easy to address. The political problem is the real issue. Will your manager support you in laying down the 'rules of engagement'? Do you have the ability/support to push back and say "I will be glad to help, but I need the following from the development team/testers/users. 1) Full access to the database in question. 2) Interaction with the users experiencing the problems. 3) The ability to run tests, craft proposed solutions and test them for response time quantification. Until I receive these things, I cannot help you."
