Oracle ODBC Driver Configuration => Application Tab Batch Autocommit Mode (drop down list):

1) Commit only if all statements succeed
2) Commit up to the first failing statement (Oracle7 ODBC Behavior)
3) Commit all successful statements

The 1st option is the default Oracle setting.
