Only if the user is trying to run as a service or batch job. Even then, you can grant the user the specific privilege of runnng as a batch job, but not as a service. No , the user should not need local administrator rights. If the user is doing the exports interactively or via a script and not using the AT batch commands, then no local administrator rights are needed.

On ORACLE 8i, The user need import/export his schema. I grant "EXP_FULL_database and IMP_FULL_database" to this user. The user complaint he still need "Local admin" right to do it under NT and Win 2000. Is it true?
