select /*test1 */ id from sai.ext_view
where (sai.ext_view.ind=0)
order by id;

Doesn't haNiall ve a hint whereas

select /*+ test1 */ id from sai.ext_view where (sai.ext_view.ind=0)
order by id;

Does.
