webcache does not start

This may be an odd question... Sun 6800 & Oracle 9.2 Plateforme : Oracle 9iAS rel 2 win2000
Webcache under middle tier home does not start.

with

webcachectl start

i get

cannot start oraclebihome_webcacheadmin
cannot start oraclebihome_webcache

can anyone help me
