I *JUST* finished skimming it. It's not an Oracle white paper but a Sun white paper from their Blueprints series. Based on a quick skim the improvements from messing with TDU/SDU/array length are pretty minimal. They might add up if your system has a very high rate of connect/single quick query/disconnect sort of workload. Connection pooling or any system where the connection times are measured in 10s of seconds or longer aren't really going to see a huge benefit from what I saw.
