Another Oracle DBA told me recently that by running a query that forces a 
full table scan,  he can obtain additional blocks usable for inserts.  The 
thought was that the full-table scan somehow "forces" a block to become 
usable for inserts if the actual amount of block space used is some value 
that is "just above" the PCTUSED value of the object.  He did not discuss 
how the value of "just above" the PCTUSED was determined.

Can anybody shed any technical insights on this topic?

Is this an urban legend?
