What about this,

SQL > Create sequence a;
SQL > Create table xxx(numtest   number,   testvalue varchar2(100));
SQL > declare
              x number:=0;
          begin
             select a.nextval into x from dual;
             Insert into xxx values(x, 'TEST');
          end;
