<Oracle Site>
Standard Edition - A low-cost alternative for small/medium business or
departmental applications that want the power of Oracle but don't require the
high-end options of the Enterprise Edition.
Enterprise Edition - Offers industry-leading scalability and reliability in both clustered and single system configurations. It provides the most comprehensive features for OLTP and business intelligence, and delivers the lowest total cost of ownership.
Personal Edition - a full-featured version of the Oracle Database targeted at
individuals who require full compatibility with the entire Oracle Database
family.
<Oracle Site>
I think this implies that the personal edition is equivalent to the Enterprise Edition... Why not install it and see whether it has EE features like partitioning, OLAP, spatial, data mining etc.

Naveen
