Do you mind if I ask why? Do you have any other rollback segments in place other than the SYSTEM one?

In answer to your question though, look at the error message.. You missed out the word "segment".

alter rollback SEGMENT sys.system storage (maxextents 1024);

ORA-01902: SEGMENT keyword expected
