nt password change and OEM

On NTs that are not a Primary or Backup Domain controller, OEM install instructions were to create a local user id. This works with no problems. However, we have just implemented a policy wherein all NT account passwords now change every 90 days.

Therefore, looking for suggestions on how to change the NT password and OEM passwords on a regular basis.
