9.2 DB install error - need help

Platform: Dell 8200 / XP Prof.

I previously had 9.1 installed on my stand alone PC.

I de-installed 9.1 and removed all associated files.

I installed 9.2. Everything went fine until I got near the end when I ran into an error.

The feedback I got is:

Oracle net config. asst.                succeeded
Agent config. asst.                        succeeded
Started Oracle HTTP service      succeeded

Oracle DB Config. Asst.               failed

I got this error:
ORA-12560:TNS: protocol adapter error.

I tried re-running the DB config asst. and got the same error.

End message: Installation of 9i was successful, but some optional config. tools failed or were cancelled.

I noticed when the installation first started that Oracle port number 2030.

What happened and how do I fix it?

All help will be greatly appreciated.
