I first saw problems with this on Apps 10.7. Lots of large packages simultaneously in use. I don't think that it affected speed so much as useability. There were constant complaints of forms not working when usually there just wasn't a big enough free fragment in the shared pool.
Flushing the pool allowed people to continue in the short term. I addressed this by pinning all of the frequently used code at startup time.
