Oracle-L: Build test database

Hi DBAs,

We have a test database 8..1.7 on Windows NT 4 located in Boston. However they need create another test instance in Virginia. What tasks do I need to do?

import/export schema from Boston to Virginia database.
copy all control files, data files,redo log files from Boston Database
copy init.ora from boston database 4)

Is that correct? Please give me some hints.
