You could use PL/SQL exceptions.
Example :
for c in c1 loop
begin
select a into v1 from table1 where a > 1 and b < 2 and ... exception when no_data_found then null;
select a into v1 from table1 where a > 1 and b < 2 and ... /* if my "select into" return no data ? how can I tell him to goes on into the loop ? */
end loop
