No, it is _not_ necessary to do a full offline backup [as long as
you know that your online backups are backing up all the tablespaces
and archive logs].
Think of 24x7 databases --- they cannot afford to do offline backups
and yet there are probably thousands of databases out there that
don't do offline backups.
