You can set the java pool size as low as say 1mb, I have done this in the past when a database has only one or two functions. It runs fine as such.
Although, if the database is using more than 1 or 2 small procedures, I agree to use 20m minimum for the java pool.

You mentioned that rebooting the machine helps a bit, but then you are back to poor performance eventually.
That is because NT allocates memory gradually, as needed.
The only way I can see (without adding memory) of fixing this problem is to reduce the size of your SGA, to allocate less memory for the oracle.exe process(es). Remember that when users will log on, that will consume more memory...
In 8i though you can't shrink the SGA down without allocating reasonable amounts for the various pools, including the Java pool.
Java_pool_size (20M minimum, I would set it to 30M if you can)
Db_block_buffers the smaller it is, the more likely your data blocks will
get flushed to disk Log_buffer the smaller it is, the more you may see redo
log waits. Large_pool_size
Shared_pool_size
Sort_area_size Sort_area_retained_size Hash_area_size
On and on it goes.

Shut down any NT services you don't think you need, change their startup setting to Manual in the Control Panel Services applet.
If your server needs registered RAM that will cost you, but if you are on a PC you can buy 512M RAM DIMMs for almost US$50 now.

I've looked at the server. Total Commit Charge is 574968. Total
Physical Memory is 523680. I can see that it's over, but what am I
looking
at? I understand physical memory, but the help on 'Commit Memory'
in
windows is less than helpful.
Do I need to reboot the box?

Check Task Manager | Performance tab, compare Commit Charge Total
(LL
corner) vs. Physical Memory Total (UR corner).
You should stay below physical RAM as much as possible, because
Oracle
really does not like NT virtual memory.

We are having a problem with our database - it is using 100%
