Forget many of the DOS commands; Learn Perl.

Learn to use the Win32, Win32::AdminMisc and Win32::Daemon Perl modules.

Many things that are easier on unix with Perl are simply not possible on Windoze without Perl. ( unless you want to program in C or VB. Ugh on both counts )
