If you are sure about your env settings then go ahead. Don't forget to include all your datafiles and logfiles. You may also check initSID.ora file for control files locations....

$ORACLE_HOME and ORACLE_SID
have been set correctly.
Can I just recreate the control files?

Have you checked $ORACLE_HOME/dbs directory for control files? Are you using/set ORACLE_SID correctly before starting database?

All the default datafiles and database was created.
