I assume you mean iAS 9i. I just went through this with iAS 9i 1.0.2.2..

Check out Technical Note 150545.1

Basically, go into ...\iSuites\Apache\modplsql\cfg\wdbsvr.app

In the top handful of lines, you will see an entry for dadadmin. Comment that line out by placing a semicolon (;) in front of it.

Save and close the file.

Stop and restart your HTTP services.

Try again.

        I've re-installed OAS,  in a different directory to
        oracle  8.1.6 server.
        Now when I into the OAS manager and try to install the pl/sql
toolkit or

        Error while trying to retrieve text for error ORA-12514


        Doing a tail -f on the listener.ora file and trying gives me
        the following -
