Oracle-L: Remote server connection through modem

Hi everyone,

This is for a friend of mine who does not have access to internet. He has application in VISAUL BASIC and the server is located at some other site. Right now they are imporing and exporting data through modem connection and connecting to the database at local site.

Question is "Is there any way that he can connect to the database directly from Visaual Basic application to remote server?"
