please give me document link which are exists in this forum regarding to use_nl Hints and ledding Hints. i tried to search but i am not able to find out the doc.

Are you telling you have access to orafaq.com but not to oracle.com?

yes!! But that is true ....i can access www.oracle.com ..but when i click other link on it "page can not display error".please find attched screen shot. Even i can not access google that’s why i have more dependence to this forum...

And I can't download doc, xls, jpg or other virus prone objects.

No, blocking certain document-types that are known for their ability to carry virii makes sense.
Blocking subpages of oracle.com does not.
Tell your manager you need access to Oracle's documentation in order to do your work.
Ask your DBA, maybe they have put the docs somewhere on the intranet, or on the local network

I know why I can't: it is firewall/proxy rules.
And these are good rules.
