Our client is striving to build a safe, comfortable, reliable and innovative transit system that delivers transportation options to the greater Portland area. Recognized in their space as being a technology leader and early adopter they seek to provide Portland with a "total transit system" that will meet the needs of their current riders and attract new riders. To achieve their goals, they value the contributions of each employee, engage the public in the decision-making process, expand their service and demonstrate a strong commitment to quality.
The successful candidate will be responsible for management of Information Technology projects involving administration, development and/or implementation of Oracle Applications business software solutions. Use skills to build team attitude between consultants, senior management, and other staff to successfully complete Oracle Applications projects on time and within budget. Have good understanding of Oracle Human Resources, Payroll, Advanced Benefits, General Ledger, Accounts Payable, Accounts Receivable, Purchasing and Inventory modules. Have full technical knowledge of all phases of applications systems analysis and programming. Perform, train and guide others in performing, all tasks within Project Development life-cycle: feasibility studies, requirements analysis, analysis and recommendations for procurement of packaged systems, detailed systems design, program development, documentation, implementation, and ongoing support of automated.


Essential Functions:

 Assume responsibility and ongoing support for Oracle
Applications software, including administration and
development of Oracle Financials, Human Resources and
Payroll products. Work with customer and Information
Systems management to establish product support resource
requirements and priorities.

 Assume responsibility for all tasks within the project
life-cycle; including feasibility studies, requirements,
analysis, detail system design, program development,
documentation, and system implementation; apply sound
project management guidelines to insure the accurate and
timely completion of the project. Supervise in-house and
contracted staff assigned to the project.

 Develop detail system requirements based on a
comprehensive understanding of agency business needs
for inclusion in the formal procurement process,
participate in product evaluation and selection
committees.

 Exercise independent judgment in developing methods and
techniques for performing and documenting product
feasibility studies, evaluating alternatives and
recommending optimum business solutions.

 Develop detail system and program design specifications
for internally developed products, plan and coordinate
system testing and implementation, prepare system and
user documentation. Establish system security and audit
procedures, provide technical support to insure the
ongoing success of the information system.

 Fulfill administrative reporting requirements through
communication of project plans and project status
reports.


Prerequisites:

 Bachelor's degree in Business, Computer Science, or
related technical field.

 Eight years of information technology experience with
increasing responsibility, four of which must have been
in a systems analyst or equivalent position.

 Minimum of three to five years of comprehensive
experience with Oracle Applications, including PO, AR,
CE, OE, INV, BOM, ONT, AP, FA and GL modules.

 One year of experience in Oracle Human Resources,
Payroll and Advanced Benefits.

 One year of experience working with upgrading modules
within the Oracle Applications 11i environment.

 Or any equivalent combination of training and experience.


Selection Criteria:

 Knowledge of Oracle e-Business Suite from the
perspectives of configuration, business processes
surrounding, upgrading and extending.

 Knowledge of Oracle 11i HRMS (HR, Advanced Benefits and
Payroll) and Financials (GL, AP, INV and AR) highly
desirable.

 Knowledge of developing and maintaining Oracle SQL,
PL/SQL, Forms, Reports, Discoverer metadata, and Oracle
Alerts.

 Knowledge of optimizing Oracle Applications Concurrent
Manager, SQL, PL/SQL and indexes in a distributed
cost based optimizer environment desirable.

 Knowledge of integrating IT and end user security
procedures in Unix, Oracle e-Business Suite
Applications, self-service, workflow, email, Oracle
Single Signon, and Oracle Database security frameworks,
including configuring application security options,
defining menus, report security groupings, and end user
security records.

 Oracle e-Business Suite support knowledge of
particularly prioritizing support requests and managing
Oracle Service Requests (or TARs).

 Strong Technical knowledge and experience of Oracle
Applications Open Interfaces, APIs, workflow
customizations (both seeded and user defined).

 Knowledge of Database ad-hoc queries and the ability to
troubleshoot Oracle Application issues regarding setups
and flexfields.

 Knowledge of Noetix Views regarding installation,
upgrades, end user adhoc use, and technical
infrastructure use desirable.

 Knowledge of Oracle Framework personalization and
extension is desirable.

 Knowledge of Oracle Menus, Function Security and Flex-
Fields.

 Ability to prioritize and convert short and long term
business needs into cost effective solutions within the
Oracle e-Business Suite framework.

 Ability to establish and maintain effective working
relationships with employees, management, and vendors
and the general public, including those from culturally
diverse backgrounds, the elderly, persons with
disabilities, and/or other vulnerable populations.

 Ability to communicate clearly and effectively orally
and in written form, work effectively with all levels of
staff in the organizational structure.

 Desired ability to lead technical and business projects
to cost effectively utilize the Oracle e-Business Suite
software at our organization.

 Must have the ability to self motivate and prioritize
multiple projects and tasks across multiple functional
areas.
