Does the name "Rimini Street" ring any bells? Oracle sued them and it seems that, after many years, Oracle has won:

IIRC, what Rimini did that was unquestionably illegal was to download patches on their own CSI and apply them to other customers' installations.
For unsupported versions, I guess the question is really whether it will ever be upgraded. If so, it might be cheaper to keep paying support than to buy new licences. But if not, what's the point?
Add on the fact that OCI is taking over the universe, so are you really likely to be doing on-prem upgrades much longer? The OCI pricing is so aggressive it's hard to argue against it.

Thanks, I completely forgot about the Rimini Street saga. I hope the mentioned company (and others that may provide a similar service) will act a bit more ethically. That said, they may be selling a service on the cheap to bean counters that they cannot genuinely deliver.
