Also always post your Oracle version, with 4 decimals, as solution depends on it.

Your question is too fuzzy to be answered.
Error codes between 20000 and 20999 are application errors raised by RAISE_APPLICATION_ERROR function called in the code.
However, some Oracle packages return this kind of errors.
Without more information from you, this is the only answer we can give you.

Have a look at your code and the code you called to search for this function.
