That sounds like a marquee (not very related to the original question, in my opinion).

So, do you want this "breaking news" to force the user to acknowledge the "breaking news" or do you just want the information displayed on the screen? If you just want it displayed on the screen, then I agree with Littlefoot, this sounds like a Marquee and the link LF provided should give you what you need to implement.

If you want the "Breaking News" to popup and force the user to acknowledge the news or the news could occur randomly, then I would recommend using Oracle's Advanced Queuing. Take a look at Introduction to Oracle AQ for more information.
