CREATE DATABASE LINK command does not know or care about flavor of remote host; so just make it.

Have you properly licensed Heterogeneous Services?

There is slightly more to it than just creating a Db link.

There's this FAQ on ORAFAQ that tells you how to connect to an Access DB.
COnnecting to an SQL Server Db works in exactly the same fashion once you've created the ODBC connection to the SQL Server DB.

If you were to use the Oracle Transparent Gateway for Sql Server, then you'd need to license it seperately, but I believe that the Oracle Generic Connectivity comes as part of the DB.
