I am trying to generate random passwords for users
using pl/sql. Does anyone have sample code that generates random passwords

Have a look at the dbms_random package utility

i.e.
l_pass := dbms_random.string(opt => 'l', len => 8);

different opt values are:
'u' -- upper case alpha characters only
'l' -- lower case alpha characters only
'a' -- alpha characters only (mixed case)
'x' -- any alpha-numeric characters (upper)
'p' -- any printable characters
