when iam using
DBMS_UTILITY.FORMAT_ERROR_BACKTRACE

Iam getting following error
can anybody tell me why

Your schema does not contain DBMS_UTILITY.FORMAT_ERROR_BACKTRACE

Standard packages are described in PL/SQL Packages and Types Reference.
Of course standard packages depend on your version you didn't post.
