In Oracle 8.1.6 there ia a package UTL_SMTP that can send email, I'm not sure if you have it in Oracle 8.0.5.

You could write an alert (or "flag") to a new table of your own (using a trigger or your stored proc). After this, simply schedule a job to look for that "flag" in your table, if found send email, then reset your "flag". This is not too elegent though.
