if the data block is not from a query then where does it get its data from ????????

Well, data block source is rarely a FROM clause; much more often, the source is a table or a view so - data comes from these database objects.

If you want to store some information in a field which is not associated with a table and typically only occurs once, for example, a permissions flag, or the sum of some items, then you create a non-database block by defining a block and changing the 'Database Data Block' property to 'no'.

You then manually populate the items that you define in this block.
