As a matter of fact, there are _no_ good books on this subject.
There are, actually only 2 books anyway -
http://www.amazon.com/Oracle-Developer-Techniques-Bulusu-Lakshman/dp/0672318466/ref=sr_1_1?ie=UTF8&s=books&qid=1219769150& ;sr=1-1
it's rather old and just describes couple of tricks,

and another one -

http://www.amazon.com/Oracle-Developer-Advanced-Forms-Reports/dp/0072120487/ref=pd_bxgy_b_text_b

also rather old, cannot be called 'systemic' or well-organized by any means, rather, a few tricks for intermediate/advanced beginner level users.
Although forms and reports have surprisingly good help files, plus internet forums and some documents you could find on OTN.
