Developer Suite (Forms + Reports Builders + several other products) are used for what their name says: development. This installation does NOT install any server - to do that, you'd have to download and install IAS. However, think twice whether you really want to do that because your standalone PC might not be "strong" enough to keep that burden (database server + IAS).

It, of course, doesn't mean that you can't run your forms or reports; reports will run fine from Reports Builder, but for forms, you'll first have to start OC4J instance (you'll find it at the same place where you found Forms Builder). Start it once, minimize it and run forms.

If you are interested in details, visit Documentation section of the Oracle Technology Network; in there you'll find everything you'd want to know.
