Maybe the least repressive, I don't know. It doesn't mean there is no repression.
Anyway poker is illegal except in the state-exploited casinos, the "Holland Casino"s.
Repression is pretty subtle in Holland (ok, also in the rest of the Netherlands, but particularly so in Holland).

Poker being illegal does not mean that other casinos don't exist, or that poker isn't played outside the "Holland Casino", though.
