You can find the definition about the states on my website: www.dbdesign10.com , definition 5.7. It is in fact based on the attributes (and the entities, the relationship...) It can be directly applied to RM without use of the category theory. I also don't thing that this story is part of the relation algebra, but I think that the relation model is the most natural and appropriated logical model for it.
Definition 5.8 is about the changes of states, definition 5.2 is about the attributes
