Absolutely. Patent holders have to pay each government from which they expect protection. Of course, protection only means that, when you find an infringement, you have standing in that country's courts when you seek to recover.

And the bite isn't small. I did an "intellectual property management" warehouse for a large and well-known American electronics manufacturer which was generating patents by the truck load.
