While I will grant that this is a desirable feature, I do want to note that the feature does not come without a tradeoff. When looking at the change management, think about how hard it is in XML right now for user requirements to switch from caring about order to not or vice versa. The change is done completely in the minds of people without any need to touch any code or metadata.

How that toggle works for software related to stored lists and sets will be critical. I would like the user (developer and end-user) interface for that change to be telepathic.
