Don, this only works when each POSTAL code serves only one CITY.

That's certainly not the case here in the States (assuming the POSTALID is a ZIP code; are you living somewhere else, or just making a simplifying assumption?

I thought you might be talking about ZIP+4, which doesn't (to my knowledge) have this problem, but then you write:
