As has been pointed out, it's millimeters, not centimeters. Also, there is yet another unit involved in the standard: my car has tires that are 205/70SR15, meaning 205mm wide, 70% as high (above the edge of the rim) as they are wide, and mounted on a 15" rim. So that's millimeters, percent, and inches, all in one dimension spec. :-)
