     Quite.

     I have noted declines in understanding of computers. I just graduated from a diploma program in computing. (I finally got some formal credentials.) I was able to bring considerable horsepower to bear on some problems because superior understanding of theory. All too many did not have a clue about it, and worse, they did not care to bother. (Yes, there were a few superior sorts, too.)

     IME, the trend is down, badly. When I can catch elementary misstatements by instructors in explanations (not just misspeaking), it is sad. Either the instructor does not know, or he has to oversimplify to get through to (the majority of) the students.
