There was an old 1940's "British in India" movie where the fort is under attack. One of the solidiers run to armoury to get dynamite to use as hand genades. The supply officier hands him a 10 cm pile of requistion forms.

"But you don't understand, we are being overrun by the rebels!!"

"Oh, why din't you say so! You need to fill out these additional forms, too!"
