The problem relates to a satisfactory formalised definition of the term "organisational intelligence". Summarily this can be defined as simply the sum of all code plus the data.

You will note that the Relational Model, being related to the data alone, is inadequate for this task.

Database systems and the management thereof, in the final analysis, will be shown to involve not the management of the (static) data, but the management of organizational intelligence.
